Syed Jaglul Pasha, joined RTM Al-Kabir Technical University, Sylhet as Registrar since December 2020. Prior to this assignment he was the Executive Director of RTM International for about six years from August 2015 to November 2020. Mr. Pasha was the former Joint Secretary of the Government of Bangladesh. He served Government of Bangladesh over thirty years and has vast experience in the public sector and project management as he has served in several top positions of the civil service and International organizations. He did his Master Degree in Economics from the University of Chittagong in 1979 and had the MBA degree from Darul Ihsan University in 2006. He obtained the Post Graduate Diploma in Computer Science from Bangladesh Institute of Management in 1996. He also had attended course in Monitoring and Evaluation of Public Sector Projects and Programs from the University of East Anglia, UK in 1990.
He has diversified experience in Policy level, Project Management, Research and Evaluation, National and International Training Implementation, Sectoral Reforms and Administration etc. Mr. Pasha worked in different positions of various organizations of the government including Prime Minister’s office, Ministry of Education, Ministry of Food and Disaster Management, Ministry of Agriculture, Local Government Division, Ministry of Primary and Mass Education and field administration as Additional Deputy Commissioner (General), Sirajgonj District of Bangladesh. He also worked with international environment like International Fertilizer Development Center (IFDC), Bangladesh and National Commission for UNESCO. Mr. Pasha was the Head of Administration and Training (Specialist) of a USAID Funded project from 1 July 1996 to 31 July 2000 in International Fertilizer Development Center (IFDC), USA / Agro based Industries and Technology Development Project (ATDP) which worked for private sector Agribusiness development in Bangladesh. He has Implemented about 102 international training programs as training Manager. During his long professional career focuses were in Education, Industries, Agriculture, Humanitarian assistance and Policy development. He was Head of Refugee Cell of the Ministry of Disaster Management, Government of Bangladesh (GOB). His last assignment with the GOB was with Privatization Commission under Prime Minister’s office which is now converted as Bangladesh Investment Development Authority (BIDA). As Executive Director of RTM International , for about 6 years he has managed/implemented several projects on health , education , nutrition and research as Team leader supported by different development partners like icddr,b, UNFPA, UNICEF, IOM and UNHCR.
He has more than 7 years working experience in Ministry of Education, Ministry of Primary and Mass Education and National Commission for UNESCO. He worked for the Organogram development of Private Technical and Vocational Institutes (TVET) and their Subvention funding policy from the government. He developed the Private Teachers Pension Act and Rules including the TVET Teachers. While working in the National UNESCO Commission he supervised UNESCO assisted TVET projects and grants. He contributed to TVET curriculum development with the Directorate and Technical Education Board.
During 1994 to 1996 and 2002 to 2004 he was responsible for Secondary School Development Branch, Technical Education and Madrashah Branch and also all development projects of the Ministry of Education, including Technical Education projects and National Curriculum Board. He Worked as Member –Secretary, Education Reforms Implementation Cell and Member–Secretary, Education Reforms Co-ordination Committee, respectively, under the Ministry of Education.
Mr Pasha contributed to the concept and developed (1) Private Teacher’s Subvention policy, 1995, (2) Private Teacher’ Retirement Benefit Act, 2002, (3) Private Teacher’s Welfare Trust Act, 2002. During 2002 -2004 targeting to World bank’s Sector credit programme, Mr Pasha worked as coordinator of a consulting team worked in 8 areas for Educational development where TVET reforms was one of them. As a successful output of them (1) National Teacher Registration Authority, (2) 6 Grade assessment and (3) 8 grade terminal examination came as a system. Later, the government further stimulated it by revising into PSC and JSC examination. Mr Pasha worked with working groups and developing National Education Policy 2003. He was the inception Joint Program Director of Primary Education Development Project (PEDP-2), a program based approach of the Ministry of Primary and Mass Education (during 2004-2005) with 11 development partners consortium.
He contributed, wrote and published books and monographs on reforms in education, Teacher’s training, Industries and economic development. His book “Teacher Development Technique" is a supplementary reading material for National Academy for Educational Management ( NAEM), Bangladesh. He was a Member of the Syndicate of Sylhet Agricultural University, Bangladesh (2011-2013). He is a Trustee Board Member of the private Metropolitan University, Sylhet, Bangladesh. He has attended many national and international Seminar and workshops in Bangladesh and abroad. Syed Jaglul Pasha, maintains good social contact and is involved in social and development activities. Among others, he is a Member of Central Management Committee of Anjuman Mufidul Islam, Bangladesh Civil Service (Administration Association) and former General Secretary of Jalalabad Association, Bangladesh.
